  • A bill to provide for the establishment of a section of the website of the Department of Commerce that shall serve as the primary hub for information relating to Federal manufacturing programs, and for other purposes. (S.1037, as amended by the committee-reported substitute, which was adopted by unanimous consent)
  • A bill to establish a national integrated flood information system within the National Oceanic and Atmospheric Administration, and for other purposes. (S.558, as amended by the Wicker amendment in the nature of a substitute (3840), which was adopted by unanimous consent)

A bill to improve the fishery resource disaster relief program of the National Marine Fisheries Service, and for other purposes. (S.2923)

  • S.2923 was passed by voice vote.

The Senate adopted the following resolutions, en bloc, by unanimous consent:

  • A resolution designating September 2021 as National Democracy Month as a time to reflect on the contributions of the system of government of the United States to a more free and stable world. (S.Res.338)
  • A resolution expressing support for the designation of the week of September 11 through September 17 as “Patriot Week”. (S.Res.366)
  • A resolution designating September 25, 2021, through October 3, 2021, as “Blue Star Welcome Week”. (S.Res.368)

The Senate adopted the following resolutions, en bloc, by unanimous consent:

  • A resolution providing for a correction in the engrossment of S.Res.357. (S.Res.402)
  • A resolution designating September 2021 as ‘‘National Healthy Aging Month’’ to raise awareness of and encourage healthy lifestyle behaviors and the prevention and management of chronic health conditions among older adults. (S.Res.403)
  • A resolution supporting the goals and ideals of National Retirement Security Month, including raising public awareness of the various tax-preferred retirement vehicles, increasing personal financial literacy, and engaging the people of the United States on the keys to success in achieving and maintaining retirement security throughout their lifetimes. (S.Res.404)

The Senate confirmed the following nominations, en bloc, by voice vote:

  • Daryl W. Baldwin to be a Member of the National Council on the Humanities for a term expiring January 26, 2024.
  • Genine Macks Fidler to be a Member of the National Council on the Humanities for a term expiring January 26, 2022.

The Senate confirmed the following nominations by voice vote:

  • Melanie Anne Egorin to be an Assistant Secretary of Health and Human Services.
  • Thomas Andrew Monheim to be Inspector General of the Intelligence Community, Office of the Director of National Intelligence.

The Senate confirmed the following nominations, en bloc, by voice vote:

  • Erek L. Barron to be United States Attorney for the District of Maryland for the term of four years.
  • Nicholas W. Brown to be United States Attorney for the Western District of Washington for the term of four years.
  • Clifford D. Johnson to be United States Attorney for the Northern District of Indiana for the term of four years.
  • Zachary A. Myers to be United States Attorney for the Southern District of Indiana for the term of four years.

9:00 p.m. Senator Sullivan spoke on the “Alaskan of the Week”. ML Schumer filled the amendment tree on S. 1301. ML Schumer filed several cloture motions: Paloma Adams-Allen, DC, to be deputy admin, USAID; Lauren King, Washington, US District Judge, Western District of Washington. These motions will ripen at 11:00 a.m. on Tuesday, October 5, 2021.

8:45 p.m. By a vote of 50-43, the motion is agreed to: Motion to proceed to S.1301, vehicle for Debt Limit.

8:18 p.m. The Senate began a roll call vote on the motion to lay the House message with respect to S. 1301, the legislative vehicle to suspend the debt limit.

8:17 p.m. ML Schumer got consent that at 5:30pm on Monday, October 4th, the Senate will proceed to a vote on confirmation of Executive Calendar #159 Jonathan Eugene Meyer to be General Counsel, Department of Homeland Security.

8:16 p.m. By a vote of 50-45, the Senate confirmed the nomination of Tracy Stone-Manning to be Director of the Bureau of Land Management.

1:52 p.m. By a vote of 65-35, the Senate adopted H.R. 5305, Continuing Resolution (through December 3rd), as amended.

1:10 p.m. The Senate began a roll call vote on adoption of H.R. 5305, Continuing Resolution (through December 3rd), as amended.

1:08 p.m. By voice vote, the Senate adopted the Leahy substitute amendment #3830, as amended.

1:07 p.m. By a vote of 53-47, the Senate did not agree to the Braun amendment #3832.

Democrats voting Yes: Cortez-Masto, Hassan, Kelly, Manchin, Ossoff, Rosen, Sinema, and Warnock.

Republicans voting No: Blunt, Murkowski, Paul, Shelby, and Tillis.

12:31 p.m. The Senate began a roll call vote on adoption of the Braun amendment to provide that Members of Congress may not receive pay after October 1 of any fiscal year in which Congress has not approved a concurrent resolution on the budget and passed the regular appropriations bills (3832) in relation to Cal. #137, H.R. 5305, Continuing Resolution (through December 3rd).

This vote is subject to an affirmative 60-vote threshold.

This vote is subject to an affirmative 60-vote threshold.

11:05 a.m. The Senate began a roll call vote on adoption of the Cotton amendment to modify the immigration benefits for which certain Afghan nationals are eligible (#3833) in relation to Cal. #137, H.R.5305, Continuing Resolution (through December 3rd).

10:40 p.m. Senator Thune spoke about the southern border.

10:31 a.m. Senator Leahy spoke about the CR and the debt ceiling.

10:25 a.m. Senator Schumer spoke about the CR, the Chopra nomination, and the debt ceiling.

9:30 a.m. The Senate convened.

  • The Senate will convene at 9:30 a.m. and following leader remarks will proceed to the consideration of H.R.5305, a bill making continuing appropriations for the fiscal year ending September 30, 2022.
  • Senator Leahy or his designee will then be recognized to offer the Leahy amendment in the nature of a substitute (3830), with the only other amendments in order being the Cotton amendment (3833), Marshall amendment (3831), and Braun amendment (3832).
  • At 10:30am, the Senate will proceed to a series of roll call votes relative to the following:
  • Cotton amendment to modify the immigration benefits for which certain Afghan nationals are eligible. (3833)

  • If cloture is invoked on the Chopra nomination, there will  be up to 2 hours of debate, followed by two roll call votes relative to the following:
  • Confirmation of the nomination of Rohit Chopra to be Director, Bureau of Consumer Financial Protection.
    • Motion to invoke cloture on the nomination of Tracy Stone-Manning to be Director of the Bureau of Land Management.
  • Upon the use or yielding back of the 2 hour post-cloture debate time, the Senate will proceed to a roll call vote on confirmation of the Stone-Manning nomination.
