6:29 p.m. Senator Reed wrapped up for the evening.

6:28 p.m. By a vote of 85-15, cloture was invoked on the conference report to accompany the defense authorization.

Democrats voting against: Booker, Lujan, Markey, Merkley, Warren, Welch and Wyden.

Republicans voting against: Braun, Hawley, Lee, Lummis, Paul, Tuberville and Vance.

Independent voting against: Sanders.

5:40 p.m. The Senate began voting on cloture on the conference report to accompany the defense authorization.

5:39 p.m. By a tally of 26-73, the Senate did not table the Schumer amendment to the motion to recommit. Democrats voting in favor: Bennet, Cantwell, Cortez Masto, Heinrich, Hickenlooper, Kelly, Lujan, Rosen and Tester.

Republicans voting in favor: Braun, Crapo, Cruz, Daines, Graham, Grassley, Hawley, Johnson, Lee, Marshall, Paul, Risch, Rubio, Schmitt and Vance.

Independents voting in favor: Sanders and Sinema.

Not voting: Manchin.

4:40 p.m. The Senate began a roll call vote on the motion to table the Schumer motion to recommit conference report to accompany H.R.2670, the NDAA FY2024.

4:40 p.m. Senator Hawley made a motion to table the Schumer motion to recommit.

4:20 p.m. Senator Lujan and Hawley spoke in support of the Hawley motion to table the Schumer motion to recommit the conference report to accompany H.R.2670, the National Defense Authorization Act.

4:19 p.m. By a vote of 47-53, the Senate did not agree to the Ernst motion to table Schumer amendment #1373 to the Conference Report to accompany H.R.2670, FY2024 NDAA

3:12 p.m. The Senate began a vote on the Ernst motion to table.

3:09 p.m. Senator Ernst spoke on a motion to table related to the NDAA.

3:09 p.m. Senator Reed began debate on the Conference Report.

3:08 p.m. By a tally of 59-40, the Senate confirmed the nomination of Harry Coker to be National Cyber Director.

Republicans in favor: Cassidy, Collins, Cramer, Marshall, Moran, Murkowski, Rounds & Sullivan.
Senators not voting: Young.

We next expect 3 votes related to the NDAA, the 3rd being a cloture vote.

2:15 p.m. The Senate returned from the recess and began voting on confirmation of Harry Coker Jr to be National Cyber Director.

1:08 p.m. The Senate stands in recess untill 2:15 p.m.

12:56 p.m. Senator Tester spoke about the NDAA.

12:55 p.m. By a vote of 59-40 the Senate invoked cloture on Harry Coker Jr to be National Cyber Director

  • Senator Young did not vote

11:45 a.m. The Senate began voting on cloture on the Coker nomination.

11:43 a.m. Senator Peters spoke in favor of the Coker nomination.

11:25 a.m. Senators Wyden and Sullivan spoke on affordable housing for working families.

11:17 a.m. Senator Thune spoke on the defense authorization and military readiness.

11:07 a.m. Republican Leader McConnell spoke about Ukraine, the supplemental, and prescription drugs.

10:48 a.m. Majority Leader Schumer spoke on today’s visit from Ukrainian President Zelenskyy, the defense authorization, the supplemental, inflation and the economy.

10:40 a.m. Senator Warnock paid tribute to the guest Chaplain.

10:35 a.m. Senator Ossoff paid tribute to guest Chaplain Rabbi Peter Berg.

10:30 a.m. The Senate convened.

The Senate will convene at 10:30 a.m., following Leader remarks, the Senate will resume consideration of Executive Calendar #410, Harry Coker, to be National Cyber Director. At approximately 11:45 a.m. the Senate will vote on the motion to invoke cloture on the Coker nomination. The Senate will then recess until 2:15 p.m. to allow for the weekly caucus luncheons.

If cloture is invoked on the Coker nomination, all post-cloture time will be considered expired at approximately 2:15 p.m. and the Senate will vote on confirmation of the nomination. Following the vote there will be up to 15 minutes for debate. During this time there could be procedural vote(s) with respect to the NDAA conference report. The Senate is then expected to vote on the motion to invoke cloture on the conference report to accompany H.R. 2670, the NDAA.
