3:34 p.m. The Senate adjourned and will reconvene for a pro forma session at 8:45 a.m. on Friday, March 17. When the Senate adjourns Friday it will stand adjourned until 3:00 p.m. on Tuesday, March 17. They will resume consideration of the motion to proceed to S. 316, Repeal of the 1991 and 2002 Iraq AUMFs, with a vote on the motion to proceed to occur at 5:30 p.m.

3:15 p.m. The following bills were read for the first time:

  • S. 870-a bill to amend the Federal Fire Prevention and Control Act of 1974
  • H.R. 502-an act to amend Title 38 to ensure that the Secretary of Veterans Affairs repay members of the Armed Forces.
  • H.R. 815-an act to amend Title 38 to make certain improvements related to the viability of veterans to receive reimbursement for emergency treatment

2:41 p.m. By a vote of 48-43, Jessica G. L. Clarke to be US District Judge for the Southern District of NY was confirmed. Senators not voting: Barrasso, Cramer, Cruz, Feinstein, Fetterman, McConnell, Moran, Sanders, Scott (SC).

1:52 p.m. The Senate is now voting on confirmation of Jessica G. L. Clarke, of New York, to be United States District Judge for the Southern District of New York.

1:14 p.m. By a vote of 68-27, The Senate invoked cloture on the motion to proceed to S. 316, a bill to repeal the authorizations for use of military force against Iraq.

Senators not voting: Barrasso, Cruz, Feinstein, Fetterman and McConnell.

12:30 p.m. The Senate began a roll call vote on the motion to invoke cloture on the motion to proceed to S. 316, a bill to repeal the authorizations for use of military force against Iraq.

12:25 p.m. Majority Leader Schumer spoke on S. 316, a bill to repeal the authorizations for use of military force against Iraq.

12:24 p.m. By a vote of 49-45, the Senate invoked cloture on Jessica G. L. Clarke to be United States District Judge for the Southern District of New York. Senators not voting: Barrasso, Cruz, Feinstein, Fetterman, Hoeven, and McConnell.

11:30 a.m. The Senate began voting on the motion to invoke cloture on the nomination of Jessica G. L. Clarke to be US District Judge for the Southern District of NY.

11:05 a.m. Senators Young, Kaine, and Menendez spoke about ending the Iraq AUMF.

10:55 a.m. Senator Thune spoke about the president’s proposals for environmental and energy requirements.

10:27 a.m. Senator Durbin spoke about the Iraq AUMF, the Silicone Valley Bank collapse, and public defense lawyers.

10:17 a.m. Majority Leader Schumer spoke about the Iraq AUMF, the Clarke nomination, insulin, energy, and exportation of anti-drone defense systems from Israel to Ukraine.

10:00 a.m. The Senate convened.

The Senate will convene at 10:00 a.m., following Leader remarks, the Senate will proceed to Executive Session and resume consideration of Executive Calendar #27 Jessica G. L. Clarke, of New York, to be United States District Judge for the Southern District of New York.

At approximately 11:30 a.m., the Senate will vote on the motion to invoke cloture on the Clarke nomination and on the motion to invoke cloture on the motion to proceed to Calendar #25 S.316, to repeal the authorizations for use of military force against Iraq.

If cloture is invoked, at approximately 1:45 p.m., the Senate will vote on confirmation of the Clarke nomination.
