Res. 596-Sense of the Senate that Hong Kong national security law proposed by China will violate the obligations of that government under the 1984 Sino-British Joint Declaration and the Hong Kong Basic Law and calling upon all free nations of the world to stand with the people of Hong Kong. Senator Van Hollen objected and asked that S. 3789-Hong Kong autonomy act- also be considered and passed en bloc with S. Res. 596. Both bills were passed en bloc.
