7:18 p.m. Senators Murphy, Cortez Masto and Blumenthal joined the colloquy.

6:37 p.m. Senator Wyden, Democratic Leader Schumer and Senators Hassan and Menendez engaged in a colloquy urging more assistance to state and local governments for the Covid-19 pandemic. Senator Wyden asked UC to take up and pass the State, local, and tribal fiscal relief and rural stability act. Senator Scott of Florida objected.

6:28 p.m. Majority Leader McConnell wrapped up for the evening. H.R. 7259 had its first reading. UC that the Senator adjourn following remarks of Democratic Leader Schumer and Democratic colleagues.

6:27 p.m. Senator Inhofe called up substitute amendment #2301. ML McConnell then called up second degree amendment #2380.

6:26 p.m. The Senate adopted the motion to proceed to the defense authorization, 89-4. Sens Harris, Murphy, Warren & Wyden voted against. Sens Burr, Cramer, Enzi, Markey, Merkley, Sanders & Toomey did not vote.

5:28 p.m. Roll call vote began on the motion to proceed to the NDAA.

3:04 p.m. Senator McConnell spoke about the shooting death Saturday of a young man attending a protest in Louisville. He spoke about the virus. He spoke about dangers overseas and about the defense authorization bill no the floor this week.

The Senate will convene at 3:00 p.m. and following Leader remarks, will resume consideration of the motion to proceed to S.4049, Defense Authorization for Fiscal Year 2021, post-cloture.

At 5:30 p.m., the Senate will vote on adoption of the motion to proceed to the bill.
