Following Leader remarks, the Senate will resume consideration of Executive Calendar #1006, Britt Grant, of Georgia, to be U.S. Circuit Judge for the Eleventh Circuit. As a result of cloture having been filed on H.R.6147, Minibus, and the Shelby substitute amendment, there is a filing deadline for 1st degree amendments at 4:00 p.m. The filing deadline for 2nd degree amendments is one hour prior to the cloture vote. At 5:30 p.m., the Senate will vote on the motion to invoke cloture on the Grant nomination.

H.R. 4318, Miscellaneous Tariff Bill, The Hatch amendment was agreed to by u.c. The bill was passed as amended voice vote.

Adopted S.Res.595, designating July 26, 2018 as “United States Intelligence Professionals Day”
Passed H.R. 5729, to restrict the department in which the Coast Guard is operating from implementing any rule requiring the use of biometric readers for biometric transportation security cards until after submission to Congress of the results of an assessment of the effectiveness of the transportation security card program.

Passed Calendar #486, H.R. 4528, to make technical amendments to certain marine fish conservation statutes, and for other purposes.

2:21 p.m. Senator Lee spoke about the Flood Insurance Program. Senator Lee asked u.c. to discharge the Banking Committee from further consideration of S.3128, and the Senate take up and pass S.3128 (Flood Insurance), with a Lee amendment ($2.5M cap for new construction). Senator Kennedy objected.

ML McConnell announced that the next vote will be at 5:30 p.m. on Monday, July 30th on cloture on the Grant nomination to be U.S. Circuit Judge for the 11th Circuit.

Following disposition of the Grant nomination, the Senate will proceed to the cloture motions one at a time, in the order listed. Each is subject to up to thirty hours of post-cloture debate in the following order to 1) H.R. 6147, Minibus Appropriation 2) Motion to concur in the House amend to S. 1182, Flood Insurance 3) The Conference Report to Accompany H.R. 5515, NDAA.
