1:13 a.m. The Senate began a roll call vote on the motion to waive the Budget Act with respect to the Markey Amendment #5001, to create a point of order against legislation that would not decrease home electricity bills. 

1:12 a.m. Senator Markey spoke in favor of his amendment related to home electric bills; Senator Lee spoke against.

1:10 a.m. By a vote of 50-48, the Senate did not agree to motion to waive the Budget Act with regards to the Hawley Amendment #4794, amendment to establish a deficit-neutral reserve fund relating to extending the prohibition on Medicaid payments to abortion providers. (60-vote threshold).

  • Republican Senators Collins and Murkowski voted no.
  • Senators Grassley and Warner did not vote.

12:50 a.m. By a vote of 48-50 the Senate did not agree to waive the Budget Point of order in relation to Kennedy #5361, to provide reconciliation instructions for the Committee on Rules and Administration and establish deficit-neutral reserve funds relating to establishing identification requirements for registration to vote in elections for Federal office, establishing photo identification requirements for voting in elections for Federal office, and election day and the counting of ballots in Federal elections.

  • Republican Senators Collins, McConnell, Murkowski, and Tillis voted no.
  • Senators Grassley and Warner did not vote.

12:27 a.m. The Senate is now voting on the motion to waive the Budget Point of order in relation to #5361, to provide reconciliation instructions for the Committee on Rules and Administration and establish deficit-neutral reserve funds relating to establishing identification requirements for registration to vote in elections for Federal office, establishing photo identification requirements for voting in elections for Federal office, and election day and the counting of ballots in Federal elections.

12:21 a.m. By a vote of 47-51, the Senate did not agree on the motion to waive all applicable sections of the Budget Act with Alsobrooks amendment #5294 to establish a deficit-neutral reserve fund relating to increasing funding for child care for families.
