6:35 p.m. The Senate stands adjourned untill 10:00 a.m. Tuesday January 23rd. Following leader remarks, the Senate will resume consideration of Christopher Koos to be a Director of the Amtrak Board, post cloture.

At 11:30 a.m. the Senate will hold two roll call votes:

  1. Confirmation of Christopher Koos to be a Director of the Amtrak Board.
  2. Cloture on the nomination of Anthony Coscia to be a Director of the Amtrak Board of Directors.

Following the cloture vote on the Coscia nomination, the Senate will recess untill 2:15 p.m. to allow for the weekly caucus lunches.

At 2:15 p.m. the Senate will have two roll call votes

  1. Confirmation of the Coscia nomination (if cloture is invoked)
  2. Cloture on the nomination of Joel Szabat to be a Director of the Amtrak Board of Directors.

At 6:00 p.m. the Senate will vote on confirmation of the Szabat nomination.

  • Wrap up:
    • If the Senate receives a veto message in relation to S.J.Res. 38, by unanimous consent, at a time to be determined by the Majority Leader in consultation with the Republican Leader, that the Senate vote on passage of the joint resolution prior to January 31st, 2024.
    • By unanimous consent, H.R. 6914, Pregnant Students’ Rights Act began the rule XVI process

6:30 p.m. By a vote of 82-7, the Senate invoked cloture on the nomination of Christopher Koos to be a Director of the Amtrak Board of Directors for a term of 5 years.

  • Senators voting No: Braun, Hawley, Lee, Paul, Schmitt, Scott (FL), & Tuberville.
  • Senators not voting: Barrasso, Cramer, Fetterman, Graham, Hagerty, Kelly, Risch, Stabenow, Sullivan, & Welch.

5:32 p.m. The Senate began a roll call vote on the motion to invoke cloture on the nomination of Christopher Koos to be a Director of the Amtrak Board of Directors for a term of 5 years.

5:09 p.m. Majority Leader Schumer filed cloture on the following nominations:

  • Jacquelyn D. Austin to be United States District Judge for the District of South Carolina.
  • Cristal C. Brisco to be United States District Judge for the Northern District of Indiana.
  • Gretchen S. Lund to be United States District Judge for the Northern District of Indiana.

4:49 p.m. Senator Cornyn spoke on the southern border.

4:43 p.m. Senator Warren spoke about the anniversary of Roe v. Wade and abortion access.

4:37 p.m. Senator Merkley spoke about the anniversary of Roe v. Wade and abortion access.

4:30 p.m. Senator Butler paid tribute to Dexter Scott King and the anniversary of Roe v. Wade.

4:00 p.m. Majority Leader Schumer spoke on the national security supplemental and the anniversary of Roe v Wade.

3:19 p.m. Senator Durbin spoke on abortion access.

3:08 p.m. Republican Leader McConnell spoke on the bipartisan border negations and foreign policy.

3:00 p.m. The Senate convened.

The Senate will convene at 3:00 p.m. and following any Leader remarks will resume consideration of the nomination of Christopher Koos to be a Director of the Amtrak Board of Directors.

At approximately 5:30 p.m., the Senate will proceed to a vote on cloture on the Koos nomination.

Cloture has also been filed on the following nominations:
1. Anthony Coscia to be a Director of the Amtrak Board of Directors.
2. Joel Szabat to be a Director of the Amtrak Board of Directors.

Unanimous consent agreement on S.J. Res. 50: regarding the rule submitted by the Securities and Exchange Commission relating to “Cybersecurity Risk Management, Strategy, Governance, and Incident Disclosure”. At a time to be determined no later than January 31 if S.J.Res.50 is discharged from the Committee on Banking, Housing, and Urban Affairs, it is in order to proceed to the consideration of S.J.Res.50 with up to 10 hours of debate. Upon the use or yielding back of that time, the Senate will vote on passage of the Joint Resolution.
