9:36 p.m. Majority Leader Schumer filed cloture on the substitute and the underlying bill; HR 4521 the “America Competes Act. Confirmed by voice vote en bloc: Alvin Harlan to be a member of the Board of Directors of the Corporation for National and Community Service; Fiona Prine to be a member of the National Council on the Arts; and Beverly Gage to be a member of the National Council on the Humanities; HR 4373 had its first reading.

9:35 p.m. By a vote of 49-47, the Senate confirmed the Nathan nomination.

8:52 p.m. The Senate began voting on confirmation of the nomination of Alison Nathan to be a Circuit Judge for the 2nd Circuit.

11:37 a.m. Majority Leader Schumer filled the amendment tree in regards to H.R. 4521. He also asked unanimous consent that at a time TBD, the Senate proceed to H.R. 7108, Suspending Normal Trade Relations with Russia and Belarus Act, and vote on the bill. Senator Crapo objected and asked the request to be modified to include a vote on the Crapo substitute amendment. Senator Cardin objected. Senator Wyden and Menendez also spoke on H.R. 7108.

11:33 a.m. The motion to proceed to H.R. 4521, America COMPETES Act, was agreed to 66 to 31.

Republicans voting YES: Blunt, Capito, Cassidy, Collins, Cornyn, Crapo, Daines, Graham, Grassley, McConnell, Moran, Mukrowski, Portman, Risch, Romnyey, Rounds, Sasses, Tillis, Wicker, and Young.

Senator Sanders voted NO.
