Blackburn, Braun, Britt, Crapo, Daines, Fischer, Hagerty, Hawley, Hoeven, Johnson, Lankford, Marshall, Mullin, Paul, Risch, Schmitt, Scott (SC), Sullivan, Thune, and Tuberville.

Senators Klobuchar, Sinema, and Smith did not vote.
