As a reminder, at a time to be determined by the Majority Leader in consultation with the Republican Leader but no later than Friday, April 19, 2024, the Senate will proceed to the consideration of S.4072 (Tailpipe emissions). There will be up to 2 hours for debate, equally divided. Upon the use or yielding back of time, the Senate will vote on passage of the bill, with 60-affirmative votes required for passage.

Res. 622. Senator Schmitt objected. Majority Leader Schumer then raised a point of order that Article 1 does not rise to the level of impeachment.

1:30 a.m. Senator Murray has begun swearing in Senators for the impeachment proceedings.

1:28 p.m. A quorum has been established and the Senate is proceeding to articles of impeachment.

11:50 a.m. Senator Thune spoke about the southern border.

11:26 a.m. Senator McConnell spoke about the FISA Reauthorization. He also spoke about the southern border and the Mayorkas impeachment trial.

11:14 a.m. S. Con. Res 33-use of rotunda- was agreed to by unanimous consent.

11:04 a.m. Senator Schumer spoke about the impeachment trial. He also spoke about FISA reauthorization, the National Security reauthorization, and tariffs on Chinese steel. He also paid tribute to former Florida senator, Bob Graham.

11:00 The Senate convened.

The Senate will convene at 11:00am. Following Leader remarks, the Senate will resume consideration of the motion to proceed to H.R.7888, a bill to reform the Foreign Intelligence Surveillance Act of 1978.

Senators have been notified they should be at their desks on the Senate floor at 1:00pm for a live quorum. Once a quorum is established, the Senate will proceed to consideration of the articles of impeachment against Alejandro N. Mayorkas, Secretary of Homeland Security. Senator Grassley will administer the oath to the President Pro Tempore, Senator Murray. Senator Murray will administer the oath to all Senators in the Chamber in conformance with Article I, section 3, clause 6 of the Constitution, and the Senate’s impeachment rules. The Clerk will call the names in groups of 4, and Senators will present themselves at the desk to sign the oath book.

• The Sergeant at Arms will make the proclamation: Hear ye! Hear ye! Hear ye! All persons are commanded to keep silence, on pain of imprisonment, while the House of Representatives is exhibiting to the Senate of the United States the article of impeachment against Alejandro N. Mayorkas, Secretary of Homeland Security.

Roll call votes are expected in relation to the impeachment trial on Wednesday afternoon.
