7:25 p.m. Senator Markey spoke on the partial government shut down.

6:05 p.m. Senators Shaheen and Durbin spoke on the partial government shut down.

5:40 p.m. The Senate is currently voting on a cloture on the motion to proceed to S. 1, a bill to make improvements to certain defense and security assistance provisions and to authorize the appropriation of funds to Israel, to reauthorize the United States-Jordan Defense Cooperation Act of 2015, and to deal with the situation in Syria. The motion failed by a vote of 56-44.

3:02 p.m. Majority Leader McConnell took steps under Rule XIV to bring directly to the floor S.28, the Defense Cooperation Act; H.R. 21, a continuing appropriations bill for several agencies; and H.J.Res., continuing appropriations for the Homeland Security Department.

He spoke about S. 1, the pending bill on the situation in Syria and aid to Israel. He spoke about the partial government shutdown.

The Senate will convene on Tuesday at 3:00 p.m. and resume consideration of S.1, a bill to make improvements to certain defense and security assistance provisions and to authorize the appropriation of funds to Israel, to reauthorize the United States-Jordan Defense Cooperation Act of 2015, and to deal with the situation in Syria.

Senator-elect Scott is expected to be sworn in as the Senator from the State of Florida at 4:00pm.

At 5:30 p.m., the Senate will proceed to a cloture vote on the motion to proceed to S. 1.
