6:31 p.m. The Senate stands in recess until 8:20 p.m., when it will proceed as a body to the House for the State of the Union address. Upon conclusion of the State of the Union address, the Senate will adjourn until 10:00 a.m. on Thursday, February 9th. Upon conclusion of Morning Business, the Senate will resume consideration of Executive Calendar #3 DeAndrea Gist Benjamin to be United States Circuit Judge for the Fourth Circuit.

1 vote at 11:00 a.m.:

  • Confirmation of the Benjamin nomination.

1 vote at 1:45 p.m.:

  • Motion to invoke cloture on Executive Calendar #5 Cindy K. Chung to be United States Circuit Judge for the District of Columbia Circuit.

Wrap-up:

  • S. 299 Government Shutdown Prevention Act of 2023, began the Rule 14 process to be placed on the Legislative Calendar.

6:29 p.m. By a vote of 54-43, the Senate invoked cloture on the Benjamin nomination. Republican senators voting in favor: Collins, Murkowski, and Scott (SC). Senators not voting: Brown, Graham, and Sullivan.

5:30 p.m. The Senate began a roll call vote on the motion to invoke cloture on Executive Calendar #3 DeAndrea Gist Benjamin to be United States Circuit Judge for the Fourth Circuit.

5:20 p.m. Majority Leader Schumer filed cloture on the following:

  • Executive Calendar #5 Cindy K. Chung to be United States Circuit Judge for the District of Columbia Circuit.
  • Executive Calendar #9 Gina R. Mendez-Miro to be United States District Judge for the District of Puerto Rico.

4:44 p.m. Senator Blackburn spoke about inflation and the debt limit.

4:32 p.m. Senator Cornyn spoke about the policies of President Biden’s administration.

4:01 p.m. Senator Cruz spoke about the Covid-19 pandemic.

3:46 p.m. RL McConnell spoke about the upcoming State of the Union.

3:20 p.m. ML Schumer spoke about the tragic earthquakes, the State of the Union, the Democratic Party Agenda, the Chinese Spy Balloon and Judicial Nominations.

3:19 p.m. S. 259 Transportation Fuel Market Transparency Act, was placed on the Legislative Calendar under Rule 14.

3:00 p.m. The Senate convened.

The Senate will convene at 3:00 p.m. on Tuesday, February 7, 2023.

Following Leader remarks, the Senate will proceed to Executive Session and resume consideration of DeAndrea Gist Benjamin, of South Carolina, to be United States Circuit Judge for the Fourth Circuit.

At approximately 5:30 p.m., the Senate will vote on the motion to invoke cloture on the Benjamin nomination.

At 9:00 p.m., President Joe Biden will deliver the State of the Union address from the Hall of the House of Representatives in the U.S. Capitol. The Senate will begin gathering in the Senate Chamber at 8:20 p.m. and depart from the Senate Chamber at 8:25 p.m. to proceed as a body to the Hall of the House.
