6:33 p.m. The Senate stands adjourned until 10:00 a.m. on Tuesday, November 4th. Following Leader remarks, the Senate will be in a period of morning business with senators permitted to speak therein for up to 10 minutes each.

At approximately 11:30 a.m., the Senate will vote on the motion to invoke cloture on the motion to proceed to H.R. 5371, Continuing Appropriations and Extensions Act, 2026.

The Senate will recess from 12:30 p.m. to 2:15 p.m. to allow for the weekly caucus luncheons.

At 2:15 p.m., the Senate will vote on confirmation of Joshua D. Dunlap to be United States Circuit Judge for the First Circuit.

6:17 p.m. Senator Merkley spoke on SNAP benefits and asked unanimous consent for the Senate to adopt his resolution at the desk, relating to SNAP benefits. Senator Barrasso objected.

6:14 p.m. Majority Leader Thune filed cloture on the nomination of Caleb Orr to be an Assistant Secretary of State (Economic and Business Affairs).

6:13 p.m. By a vote of 51-46, the Senate invoked cloture on the nomination of Eric Chunyee Tung to be United States Circuit Judge for the Ninth Circuit. This was a party-line vote. Not voting: Senators Booker, Cotton and Tillis.

5:30 p.m. The Senate began a roll call vote on the nomination of Eric Tung to be United States Circuit Judge for the Ninth Circuit.

4:05 p.m. Senator Cornyn spoke on government funding and healthcare.

3:48 p.m. Senator Durbin spoke about ICE in Chicago, SNAP, and health insurance.

3:39 p.m. Minority Leader Schumer spoke on SNAP benefits.

3:16 p.m. Majority Leader Thune spoke on the government shutdown.

3:02 p.m. Senator Grassley spoke on the lapse in government funding and pending nominations for circuit court judges.

3:00 p.m. The Senate convened.

The Senate will convene at 3:00 p.m. and following any Leader remarks will be in a period of morning business.

At approximately 5:30 p.m., the Senate will vote on cloture on Executive Calendar #371 Eric Tung to be a Circuit Judge for the Ninth Circuit.

If cloture is invoked, the Senate will vote on confirmation of the nomination at a time to be determined no earlier than Wednesday, November 5th.

Cloture has also been filed on the motion to proceed to Cal. #168H.R. 5371, the House passed CR.
