6:18 p.m. Senator Cantwell paid tribute to civil rights leader Samuel McKinney.

6:14 p.m. Senator Cassidy spoke in support of the Engelhardt nomination.

6:12 p.m. ML McConnell wraps up for the evening. Items passed by UC: S. 1732, regarding testing of incentive payments for behavioral health providers for adoption. HR 4, FAA reauthorization was read for the first time. UC that the Senate adjourn until 2:30 p.m. Tuesday, at which time resume consideration of the Engelhardt nomination, post cloture. UC that Senate adjourn following remarks of Senators Cassidy and Cantwell.

6:11 p.m. By a vote of 64-31, cloture was invoked on the Engelhard nomination.

Senators voting in favor: 48 Republicans, 15 Democrats: Bennet, Carper, Coons, Donnelly, Feinstein, Heitkamp, Jones, Klobuchar, Leahy, Manchin, McCaskill, Murphy, Nelson, Tester, Warner; 1 Independent: King.

Senators voting against: 30 Democrats, 1 Independent: Sanders

Senator not voting: Duckworth, Graham, Isakson, McCain and Merkley.

5:30 p.m. Roll call vote began on cloture on the Engelhardt nomination.

5:15 p.m. Senator Kennedy spoke in favor of the Engelhardt nomination.

4:15 p.m. Senator Nelson spoke about hurricane damage in Puerto Rico.

4:00 p.m. Senator Cornyn spoke about the nominee for director of the Central Intelligence Agency.

3:30 p.m. Minority Leader Schumer spoke in memory of Michael Beaver. He spoke about nominations. He spoke about the tax program.

3:03 p.m. Majority Leader McConnell spoke in memory of assistant parliamentarian Michael Beaver. He spoke about nominations. He spoke about employment.

The Senate will convene at 3:00 pm. Following any Leader remarks, the Senate will proceed to Executive Session to resume consideration of Executive Calendar #673, Kurt D. Engelhardt, of Louisiana, to be United States Circuit Judge for the Fifth Circuit.

At 5:30 pm the Senate will proceed to a roll call vote on the motion to invoke cloture on the Engelhardt nomination

Majority Leader McConnell has also filed cloture on the following nominations:

  • Michael Brennan to be a United States Circuit Judge for the 7th Circuit
  • Joel Carson III to be a United States Circuit Judge for the 10th Circuit
  • John Nalbandian to be a United States Circuit Judge for the 6th Circuit
  • Michael Scudder to be a United States Circuit Judge for the 7th Circuit
  • Amy St. Eve to be a United States Circuit Judge for the 7th Circuit

The cloture motions on each nomination will ripen one at a time, after disposition of the previous nomination. Each is subject to up to thirty hours of post-cloture debate.
