At 11:45 a.m. the Senate will have 2 votes on the following amendments in relation to S.4049, National Defense Authorization Act (NDAA), with a 60 affirmative vote threshold for adoption:

  • Adoption of Schatz #2252
  • Adoption of Inhofe #2411

Further, at 4:00 p.m., the Senate will have 2 votes on the following amendments in relation to S.4049, National Defense Authorization Act (NDAA), with a 60 affirmative vote threshold for adoption:

  • Adoption of Shaheen #1729
  • Adoption of Cornyn #2244

7:04 p.m. ML McConnell began wrap up. Military Promotions confirmed by unanimous consent: Cal. #506, Cal.#721-Cal.#743, Cal.#745-Cal.#749, Cal.#751-Cal.#753 and all nominations on the Secretary’s Desk in the Air Force, Army and Navy.

6:47 p.m. Senator Alexander spoke about the pandemic.

6:10 p.m. The Senate confirmed the nomination of Russell Vought to be Director of the Office of Management and Budget by a tally of 51-45. This was a party line vote.

5:30 p.m. The Senate began a roll call vote on confirmation of the nomination of Russell Vought to be Director of the Office of Management and Budget.

5:10 p.m. Senator Inhofe paid tribute to John Lewis and on the NDAA.

4:52 p.m. Senator Boozman spoke supporting the NDAA.

4:31 p.m. Senator Blackburn spoke about the challenges of returning to school during the pandemic and on transparency from tech companies.

4:12 p.m. Senator Cornyn spoke on the CARES act and on the effects of the pandemic in Texas. Senator Cornyn also spoke supporting the NDAA.

3:36 p.m. DL Schumer paid tribute to John Lewis and on the need for additional coronavirus funding.

3:04 p.m. Majority Leader McConnell paid tribute to John Lewis. He spoke about the coronavirus. He spoke about this week’s legislative agenda.

The Senate will convene at 3:00 p.m. and resume consideration of the nomination of Russell Vought to be Director of the Office of Management and Budget.

At 5:30 p.m. the Senate will proceed to a roll call vote on confirmation of the Vought nomination.

It is likely at some point this week the Senate will resume consideration of S. 4049, the Defense Authorization under the unanimous consent agreement reached on July 2nd.
