6:46 p.m. The Senate stands adjourned until 10:00 a.m. on Tuesday, December 5th. Following Leader remarks, the Senate will proceed to Executive Session and resume consideration of the nomination of Loren L. AliKhan to be United States District Judge for the District of Columbia.

At 11:30 a.m. – one vote:

  1. Motion to invoke cloture on the AliKhan nomination.

Following the cloture vote on the AliKhan nomination, the Senate will recess until 2:15 p.m. for the weekly caucus lunches.

Additional votes are expected during Tuesday’s session in relation to the AliKhan and the Richard nominations.

During wrap-up:

  • S. 2087 Congressional Award Program Reauthorization Act of 2023 and the Lummis substitute amendment; passed by unanimous consent.

Majority Leader Schumer filed cloture on the following:

  1. The nomination of Nathalie Rayes to be Ambassador of the United States to the Republic of Croatia.

6:39 p.m. By a vote of 80-12, the Senate confirmed the nomination of Irma Carrillo Ramirez to be U.S. Circuit Judge for the Fifth Circuit. Senators not voting: Blackburn, Britt, Crapo, Daines, Hoeven, Lee, Marshall, Mullin, Paul, Schmitt, Sullivan, and Thune. Senators not voting: Barrasso, Braun, Cardin, Hawley, Johnson, Risch, Rubio, and Tuberville.

5:23 p.m. The Senate is now voting on confirmation of Irma Ramirez to be United States Circuit Judge for the Fifth Circuit.

5:13 p.m. Senator Sanders spoke about the national security supplemental bill.

4:55 p.m. Senator Blackburn spoke about protecting children on social media.

4:28 p.m. Senator Cornyn spoke about Presidents Biden National Security Supplemental bill.

4:21 p.m. Senator Reed and Whitehouse spoke about Ambassador John William Middendorf

4:11 p.m. Senator Reed and Whitehouse spoke about Small Business Administration District Director of Rhode Island Mark Hayward.

3:40 p.m. Republican Leader McConnell paid tribute to former Supreme Court Justice, Sandra Day O’Conner. He then spoke on the national security supplemental bill and immigration.

The Senate will convene at 10:00 a.m. and following any Leader remarks, will resume consideration of the nomination of Irma Carrillo Ramirez to be United States Circuit Judge for the Fifth Circuit.

At approximately 5:30 p.m., the Senate will vote on confirmation of the Ramirez nomination.

Cloture has been filed on the following nominations:
1. Loren AliKhan to be United States District Judge for the District of Columbia.
2. Elizabeth Richard to be Coordinator for Counter-terrorism with the rank and status of Ambassador at Large.
