All time during recess, adjournment, and Leader Remarks count as post-cloture time on Scott-SC/Warren Substitute Amendment #4308 to H.R. 6644. Absent a time agreement, the Senate can vote on passage 30 hours after cloture was invoked, approximately 9 p.m. tonight.
