6:47 a.m. Senator Welch spoke on the passage of the National Security Supplemental and on Gaza.

6:40 a.m. Majority Leader Schumer began wrap up:

Filed cloture on Executive Calendar #468 Jacqueline Becerra to be United States District Judge for the Southern District of Florida.

Filed cloture on Executive Calendar #470 David Seymour Leibowitz to be United States District Judge for the Southern District of Florida.

Filed cloture on Executive Calendar #455 Hampton Y. Dellinger to be Special Counsel, Office of Special Counsel, for the term of five years.

Agreed to by unanimous consent: S.Res. 560, American Heart Month; S.Res. 561, Elizabeth Peratrovich Day; S.Res. 562, George F. McGinnis; S.Res. 563, 50th Anniversary Hulman; and S.Res. 564, Marjory Stoneman Douglas  HS Anniversary.

When the Senate completes it business today, it adjourn to then convene for pro forma sessions only on:

When the Senate adjourns on February 23rd it stand adjourned until Monday, February 26th. Following Leader remarks, Senator Cardin will be recognized to deliver Washington’s Farewell Address.

  • Democrats voting against: Senators Merkley and Welch.
  • Independent voting against: Senator Sanders.
  • Not voting: Senator Lummis.

5:12 a.m. The Senate began voting on passage of HR 815, the emergency supplemental.

4:15 a.m. Senator Lee spoke against the bill.

3:14 a.m. Senator Vance spoke against the bill.

2:37 a.m. Senator Ricketts spoke against the bill.

1:39 p.m. Senator Johnson spoke against the bill.

12:39 a.m. Senator Schmitt spoke against the bill.

12:00 a.m. Senator Scott of Florida continued speaking against the bill.
