6:20 p.m. Majority Leader Thune began wrap up:

  • Filed cloture on motion to proceed to H.R.5371, Continuing Appropriations and Extensions Act, 2026
  • Filed cloture on the nomination of Bill Lewis to be United States District Judge for the Middle District of Alabama
  • Passed by unanimous consent, H.R.998 – IRS Math and Taxpayer Help Act
  • Passed by unanimous consent, S.284 – Congressional Award Program Reauthorization Act

6:20 p.m. By a vote of 50-43, the Senate did not invoke cloture on the motion to proceed to H.R.5371, the House-passed CR. Senator Thune changed his vote to no and entered a motion to reconsider.

  • Senator Paul voted no.
  • Dem/Ind voting in favor: Senators Cortez Masto and King.
  • Not voting: Senators Curtis, Duckworth, Fetterman, Murkowski, Sanders, Tillis and Welch.

5:24 p.m. The Senate began a roll call vote on the motion to invoke cloture on the motion to proceed to H.R.5371; the House-passed CR.

5:23 p.m. Senator Paul received unanimous consent for the Senate to vote at 2:20 p.m. on Tuesday, October 21st on the motion to invoke cloture on the nomination of Anne-Leigh Moe to be a District Judge for the Middle District of Florida nomination and if cloture is invoked, all post-cloture time be expired and the Senate vote to invoke cloture on the nomination of William Mercer to be a District Judge for the District of Montana. Further, if cloture is invoked on the Mercer nomination, all time be expired and the Senate vote on confirmation of the Moe nomination at 5:30 p.m. The cloture motion with respect to the Meredith nomination will ripen at a time TBD by the Majority Leader in consultation with the Democratic Leader on Wednesday, October 22nd.

The Senate will convene at 3:00 p.m. and following any leader remarks will be in a period of morning business.

At approximately 5:30 p.m., the Senate will vote on cloture on the motion to proceed to H.R.5371; the House-passed CR.

Unanimous consent agreements:

  1. At a time to be determined, the Senate will vote on confirmation of the nomination of Harold Mooty to be a District Judge for the Northern District of Alabama.
  2. At a time to be determined, no later than Friday, October 31st, it will be in order to discharge the Committee on Finance of S.J.Res.77 and S.J.Res.81, individually, and when discharged, the Senate proceed to its consideration. Following up to 6 hours for debate only on each joint resolution, each joint resolution be considered read a third time and the Senate vote on the resolution.
