2:22 p.m. By a vote of 49-48, the Senate invoked cloture on the nomination of Andrew B. Davis to be United States District Judge for the Western District of Texas.

  • Republican Senator Collins voted no.
  • Senators Hawley, Moran, and Tuberville did not vote.

1:35 p.m. The Senate began a roll call vote on the motion to invoke cloture on Andrew B. Davis to be United States District Judge for the Western District of Texas.

1:14 p.m. Senator Wyden spoke on FISA and surveillance.

12:50 p.m. Senator Barrasso spoke on immigration.

11:54 a.m. By a vote of 50-49, the Senate passed H.J. Res. 140, Public Land Order No. 7917 Cook, Lake, and Saint Louis.

  • Republican Senators Collins and Tillis voted against.
  • Senator Hawley did not vote.
