3:08 p.m. Senators Moreno and Barrasso paid tribute to Roger Penske.

3:05 p.m. Minority Leader Schumer spoke on tariffs.

3:02 p.m. Senator Barrasso filed cloture on Executive Calendar #647 John DeLeeuw to be a Member of the National Transportation Safety Board for the remainder of the term expiring December 31, 2026.

The Senate will convene at 3:00 p.m. We expect the Senate to enter into a unanimous consent agreement to postpone the reading of Washington’s address and the scheduled vote until Tuesday, with the vote scheduled at 5:00 p.m. Tuesday evening.

Anticipated Tuesday schedule: The Senate will convene at 3:00 p.m. and following the prayer and pledge, Senator Kaine will be recognized to deliver Washington’s Farewell address. Following the Address, the Senate will be in a period of Morning Business.

At approximately 5:00 p.m., the Senate will vote on cloture on the motion to proceed to H.R.7147, Homeland Security Appropriations for fiscal year 2026.
