7:43 p.m. The Senate stands adjourned until 11:00 a.m., Thursday, November 20, 2025. Following Leader remarks, the Senate will resume consideration of H.J. Res. 130 – Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Land Management relating to “Buffalo Field Office Record of Decision and Approved Resource Management Plan Amendment”.

At approximately 1:45 p.m. on Thursday, the Senate will vote on passage of H.J.Res.130.

The following were passed or agreed to in wrap-up.

  • The Senate Environment and Public Works Committee is discharged from further consideration of H.R. 3426 and will return the bill to the House of Representatives at the request of the House; agreed to by UC.
  • Passed by UC: S. 2741, the Legacy Mine Cleanup Act of 2025 to establish within the Environmental Protection Agency the Office of Mountains, Deserts, and Plains, and for other purposes.
  • Passed by UC: S. 2878, the Great Lakes Fishery Research Reauthorization Act.
  • Passed by UC: S. 3022, the Save Our Seas 2.0 Marine Debris Infrastructure Programs Reauthorization Act.
  • Agreed to en bloc by UC:
    • S. Res. 507 – Expressing support for the designation of June 10 as “FSGS Awareness Day”.
    • S. Res. 508 – Supporting the designation of the week of September 14 through September 20, 2025, as “National Truck Driver Appreciation Week”.
    • S. Res. 509 – Expressing support for the designation of June 2025 as “Black Music Month”.

7:13 p.m. Senator Sullivan spoke on veterans. He then asked unanimous consent for the Senate to pass the following bills en bloc: H.R. 410 and H.R. 1043. Senator Heinrich objected on behalf of Senators Bennet and Padilla.

6:45 p.m. Senator Kennedy spoke on the Big Beautiful Bill.

6:43 p.m. By a vote of 46-51, the Senate did not agree to the motion to proceed to the consideration of S.J. Res. 76, a joint resolution of disapproval of the rule submitted by the EPA (Schiff Oil and Gas CRA).

  • Senator Collins voted aye.
  • Senators Justice, Markey, and Sanders did not vote.

5:59 p.m. The Senate began a roll call vote on the motion to proceed to the consideration of S.J. Res. 76.

5:45 p.m. Senators Schiff and Schumer spoke on S.J. Res. 76.

5:39 p.m. Senator Whitehouse spoke on the Oil and Gas CRA.

5:20 p.m. Senator Kaine spoke about IDEA. He then spoke in support of S. Res. 473, A resolution commemorating the seventh anniversary of the murder of Jamal Khashoggi and calling for accountability. Senator Kaine asked for the Senate to agree to S. Res. 473; Senator Risch objected.

5:09 p.m. Senator Hirono spoke about IDEA.

4:50 p.m. Senator Van Hollen spoke on the 50th anniversary of Senate passage of the Individuals with Disabilities Education Act (IDEA) of 1975.

4:35 p.m. Senator Blackburn spoke on trade. She then spoke on crime in Memphis and asked unanimous consent for the Senate to pass S. Res. 505; Senator Murphy spoke against the resolution. He then spoke on the January 6, 2021 attack and objected.

4:30 p.m. The Senate has resumed session and is now considering H.R. 4016, the Department of Defense Appropriations Act, FY 2026.

3:38 p.m. The Senate stands in recess until 4:30 p.m.

3:37 p.m. Majority Leader Thune achieved unanimous consent that all time for S. J. Res. 89 be expired and that at 1:45 p.m. on Thursday, November 20th, the Senate proceed to consideration of H. J. Res. 130 and vote.

3:12 p.m. Senator Heinrich spoke on CRAs and resource management plans for public lands.

3:12 p.m. By a vote of 51-47, the Senate agreed to the motion to proceed to S. J. Res. 89, a joint resolution disapproving the rule submitted by the Bureau of Land Management relating to the “Buffalo Field Office Record of Decision & Approved Resource Management Plan Amendment.”

  • This was a party-line vote with Senators Justice and Tillis not voting.

2:22 p.m. The Senate is now voting on the motion to proceed to S.J.Res.89, a joint resolution disapproving the rule submitted by the Bureau of Land Management relating to “Buffalo Field Office Record of Decision and Approved Resource Management Plan Amendment”.

2:15 p.m. The Senate convened. Senator Lummis spoke about Wyoming and in favor of S.J.Res.89, a joint resolution disapproving the rule submitted by the Bureau of Land Management relating to “Buffalo Field Office Record of Decision and Approved Resource Management Plan Amendment”.

12:55 p.m. The Senate stands in recess until 2:15 p.m.

12:53 p.m. By a vote of 66-32, the Senate confirmed the nomination of Ho Nieh to be a Member of the Nuclear Regulatory Commission.

  • Senators Crapo and Justice did not vote
  • Democrats voting in favor: Coons, Duckworth, Fetterman, Gallego, Heinrich, Kelly, King (I), Klobuchar, Ossoff, Padilla, Reed, Warner, Warnock, Welch and Whitehouse.

11:55 a.m. The Senate is voting on the confirmation of Ho Nieh, Member of the Nuclear Regulatory Commission.

11:47 a.m. Senator Capito spoke against of S. J. Res. 76, the Schiff Natural Gas CRA. She then spoke in support of the confirmation of Ho Nieh, Member of the Nuclear Regulatory Commission.

11:26 a.m. Senator Cornyn spoke on the Trump administration and the southern border.

10:43 a.m. Senator Barrasso spoke on the cost of living and Powder River Basin coal.

10:31 a.m. Minority Leader Schumer spoke on the Epstein Files Transparency Act, the cost of living, and Venezuela.

10:22 a.m. Majority Thune spoke on H.R. 4016, Department of Defense Appropriations Act, 2026.

10:02 a.m. H.R. 4405, the Epstein Files Transparency Act, was received from the House and the bill is passed.

10:00 a.m. The Senate convened.

The Senate will convene at 10:00 a.m. and following any Leader remarks will be in a period of morning business.

At approximately 12:00 p.m., the Senate will vote on confirmation of the nomination of Ho Nieh, Member of the Nuclear Regulatory Commission.

Following the Nieh vote, the Senate will recess until 2:15 p.m. to allow for the weekly caucus luncheons.

At approximately 2:20 p.m., the Senate is expected to vote on a Lummis motion to proceed to S.J.Res.89, a joint resolution disapproving the rule submitted by the Bureau of Land Management relating to “Buffalo Field Office Record of Decision and Approved Resource Management Plan Amendment”.

The Senate is also expected to consider a motion to proceed to S.J.Res.76, a joint resolution disapproving the rule submitted by the Environmental Protection Agency relating to “Extension of Deadlines in Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review Final Rule” (Schiff).
