2:16 p.m. Senators Warren and Brown spoke on the Hassett nomination.

2:15 p.m. The Senate returned from the recess and proceeded to Executive Session to consider the nomination of Kevin Hassett to be Chair of the Council of Economic Advisers.  Under the previous UC, the vote on the nomination is slated to start at 2:35 p.m.

12:05 p.m. The Senate stands in recess until 2:15 p.m. to accommodate the weekly caucus luncheons.

10:40 a.m. Senator Kennedy paid tribute to Donna Britt, a Louisiana newscaster who is battling Lou’s Gehrig’s disease.

10:27 a.m. Minority Leader  Schumer spoke about hurricane relief and about the defense bill. He spoke about election integrity.

10:14 a.m. Senator Durbin spoke about immigration.

10:02 a.m. Majority Leader McConnell spoke about the defense authorization.

The Senate will convene at 10:00 a.m. and following any leader remarks resume consideration of the motion to proceed to H.R.2810, National Defense Authorization Act for Fiscal Year 2018; post cloture.  Under unanimous consent, Senator Paul has up to four hours of post cloture debate on the motion to proceed.

The Senate will recess from 12:30-2:15 p.m. to accommodate the caucus luncheons.

At 2:15, proceed to executive session and following twenty minutes of debate, vote on the nomination of Kevin Hassett to be Chairman of the Council of Economic Advisers; thus a vote is expected at approximately 2:35 p.m.

Passed H.R.3732, to amend section 1113 of the Social Security Act to provide authority for increased fiscal year 2017 and 2018 payments for temporary assistance to United States citizens returned from foreign countries.

Passed S.J.Res.49, condemning the violence and domestic terrorist attack that took place during events between August 11 and August 12, 2017, in Charlottesville, Virginia, recognizing the first responders who lost their lives while monitoring the events, offering deepest condolences to the family and friends of those individuals who were injured by the violence, expressing support for the Charlottesville community, rejecting White supremacists, the Ku Klux Klan, neo-nazis, and other hate groups, and urging the President and the President’s Cabinet to use all available resources to address the threats posed by those groups.

Senator McConnell spoke in favor of the Senate measure to deal with hurricane aid, debt extension, and continued federal spending.

Cloture has been filed on the McConnell substitute amendment #808, which adds to the Harvey package: federal debt limit extension and the continuing resolution for federal appropriations.

11:29 p.m. Senator McConnell  laid before the Senate the House message to accompany H.R. 601, as amended to include disaster aid for the recovery from Hurricane Harvey. He moved to concur in the House amendment, with a further Senate amendment, #808. He filed cloture on the measure.

9:04 p.m. Senator Gardner began Rule XIV proceedings to bring to the floor S.J. Res. 49, decrying the recent violence in Charlottesville. By consent, the Senate adopted these measures:

— S.Con.Res. 23, permitting the use of the Congressional Visitors Center for a World War II medal ceremony;

— S.Res. 160, honoring the service of military war dogs;

— S.Res. 652, to promote the early treatment of deafness in children;

— S. 849, to promote mosquito control programs;

— S. 920, to create a national clinical care commission;

— H.R. 624, restricting the use of Social Security account numbers in certain mailings;

— S. 1359, to authorize spending for the Kennedy Center and other arts programs.

6:25 p.m. The Senate confirmed the nomination of Timothy Kelly 94-2. Senators Gillibrand and Warren voted no. Senators Cochran, Menendez, Moran, and Shaheen did not vote.

5:30 p.m. The Senate began voting on confirmation of the Timothy Kelly nomination.

5:18 p.m. Senator Grassley spoke supporting the nomination of Timothy Kelly to be US District Judge for the District of Colombia.

5:04 p.m. Senator Cotton spoke about Hurricane Harvey.

3:42 p.m. Senator Durbin spoke about the hurricane and about immigration.
