6:15 p.m. ML McConnell offers motion to proceed and files cloture on that motion to HR 36; the “pain capable unborn child protection act”. Passes by UC the following nominations: 248 Michael McGowan to be a US Marshal. #301 and #302 (Sim Farar to be a member of the US Advisory Commission on Public Diplomacy, 2 terms); #303 and 304 (William Hybl to be a member of the US Advisory Commission on Public Diplomacy, 2 terms).
Passed by UC: S Res 259 (honoring those that disrupted train attack in France). S Res 253 (welcoming the King and Queen of Spain). S 1090 (regarding disaster relief). S. 1580, allowing additional appointing authorities to select individuals from competitive service certificates. HR 719, requiring the TSA to conform to existing federal law and regulations regarding criminal investigator positions. UC that Senate adjourn until Monday September 21 at 2:00 p.m., following leader remarks, resume consideration of HR 36. There are no votes on Monday. Unless agreement is reached, the cloture vote would occur one hour after the Senate convenes on Tuesday September 22.

At 11 a.m., the Senate will proceed to a roll call vote on cloture on McConnell amendment to prohibit the President from waiving, suspending, reducing, providing relief from, or otherwise limiting the application of sanctions pursuant to an agreement related to the nuclear program of Iran (#2656).
If cloture is not invoked on McConnell amendment #2656, the Senate will immediately proceed to a roll call vote on the motion to invoke cloture on McConnell amendment in the nature of a substitute (#2640).
If cloture is not invoked on McConnell substitute amendment #2640, the Senate will immediately proceed to a roll call vote on H.J.Res. 61, unless that cloture motion is vitiated.
