When the Senate convened at 2:15 they resumed the Motion to Proceed to S. 1963 (Repeal section 403 of the Bipartisan Budget Act of 2013).

Senators Pryor, Nelson and Ayotte spoke on S. 1963. Senators Cardin, Barrasso, Cornyn, McCain and Graham spoke on various subjects while in morning business.

• At 4:30pm, the Senate will proceed to Executive Session in order to consider the following nominations, with thirty minutes for debate equally divided and controlled:
  • Richard Stengel to be Under Secretary of State for Public Diplomacy
  • Sarah Sewall to be an Under Secretary of State (Civilian Security, Democracy, and Human Rights)
  • Charles Hammerman Rivkin to be an Assistant Secretary of State (Economic and Business Affairs)
  • Sloan D. Gibson to be Deputy Secretary of Veterans Affairs

Senator-designate John Walsh (D-Montana) was administered the oath of office by Vice President Joe Biden. The Senate recessed at 12:30 PM for weekly party caucus luncheons.

The Senate will convene at 10 a.m. and will resume consideration of the motion to proceed to the bill to restore cost-of-living adjustments to military pensions (S. 1963).

At 12:15 p.m., Senator-designate John Walsh, Democrat of Montana, will be sworn in.
