5:50 p.m. Senator Manchin spoke on Mike Perry, a West Virginian who passed away recently.

5:39 p.m. Senator Whitehouse responds to Senator Inhofe on climate change and his snowball.

5:25 p.m. Senator Franken spoke on the FCC ruling regarding net neutrality today.

4:50 p.m. Senators Warren, Markey, Sanders, and Baldwin joined in the trade colloquy; with Senator Markey also speaking on the environment.

4:10 p.m. Senator Brown began a colloquy on transpacific trade promotion authority. Joining him were Senators Whitehouse, Casey and Merkley.

3:41 p.m. Senator Inhofe spoke about global warming; starting his speech by throwing a snowball to a page.

3:21 p.m. Senator Sessions spoke on Executive Action and Congress’s appropriation authority; and then passes by UC: S. 527, a bill to award the Congressional Gold Medal to the foot soldiers who participated in Bloody Sunday, and other events in March 1965 in Selma Alabama.

3:15 p.m. Senator Booker spoke on S.R. 88.

3:13 p.m. Senator Cochran spoke about passing comprehensive legislation on reforming the US prison system.

After the prayer and the pledge and any leader remarks, the Senate will resume post-cloture consideration of the motion to proceed to H.R. 240, the 2015 appropriation for the Department of Homeland Security. If all post-cloture time is used, it will expire at 9:13 p.m.
