6:46 p.m. The Senate stands adjourned until 10 a.m. Tuesday, when it will resume consideration of the water resources bill, S. 2848. The Senate will recess for weekly caucus luncheons from 12:30 p.m. until 2:15 p.m. The Senate has begun 30 hours of post-cloture debate on Amendment #4979 to the water bill, with recess time counted against the clock.

6:15 p.m. Senator Johnson paid tribute to the late Army Staff Sgt.  Matthew Thompson, who was killed in Afghanistan.

6:13 p.m. By a vote of 90 to 1, the Senate invoked cloture on the Inhofe-Boxer substitute to the water resources bill. Voting no: Lee. Not voting: Coats, Flake, Graham, Kaine, Murkowski, Perdue, Reid, Sanders, Toomey.

5:08 p.m. Senator Inhofe spoke about the water resources bill.

4:10 p.m. Senator Grassley spoke on the FBI’s decision regarding Secretary of State Clinton’s email server.

3:55 p.m. Senator Nelson praised the new health insurance system. He also spoke about the Zika virus.

3:27 p.m. Senator Durbin criticized the House version of the Military Contruction/Veterans Administration appropriation. Senator Durbin defended the Obama administration’s new health insurance system.

3:17 p.m. Senator Cornyn spoke about the continuing resolution and about aid to the victims of the September 11 terrorist attacks.

3:04 p.m. Minority Leader Reid criticized Republican opposition to certain subsidies of Planned Parenthood. He criticized the Koc brothers’ financial backing of some GOP Senate candidates.

3:02 p.m. Majority Leader McConnell moved to proceed to H.R. 5325, the legislative branch appropriation. He filed a cloture motion on the motion to proceed to the appropriation.

Senator McConnell said the Senate will move forward this week on a continuing resolution to finance government operations — including spending to fight the Zika virus and support the veterans — through December 9.

The Senate will convene at 3:00 p.m., and following any Leader remarks, will resume consideration of S.2848, the Water Resources Development Act.

At 5:30 p.m. the Senate will vote on the cloture motion on the Inhofe-Boxer substitute amendment #4979.
