7:07 p.m. Senator Sullivan spoke briefly on the Affordable Care Act before turning to discuss defense programs and the defense appropriations.

6:54 p.m. Senators McCain and Flake engaged in a colloquy on the Affordable Care Act.

6:46 p.m. Senator Brown paid tribute to Dr Donald Henderson of Ohio, who helped eradicate smallpox.

6:40 p.m. Senator Rubio spoke on Zika.

6:38 p.m. Senators Boxer and Stabenow thank ML McConnell for bringing up WRDA.

  • UC that when the Senate adjourns, it do so until Wednesday September 7 at 10:00 a.m., and at that time resume consideration of the motion to proceed to S.2848, the water resources development act.

The Senate convened at 3:00 p.m., and following leader remarks, will resume consideration of H.R. 2577 (MilCon, VA, Zika).

At 5:30 p.m. the Senate will vote on the two cloture motions:

  • Motion to invoke cloture on the conference report to accompany H.R. 2577 and, if cloture not invoked,
  • Motion to invoke cloture on the motion to proceed to H.R. 5293, DOD appropriations.
