6:53 p.m. Senator Perdue began Rule XIV proceedings to place directly on the Senate calendar S. 3296 and S. 3297, both tax code amendments that would provide certain exemptions from the individual insurance mandate under the new health care system.

6:37 p.m. Senator Perdue spoke about the vacancy on the Supreme Court.

6:01 p.m. Senator Portman spoke about prescription drug addiction.

5:46 p.m. Senator Whitehouse spoke about climate change.

5:34 p.m. Senator Cornyn spoke about then-Secretary of State Clinton’s email arrangements.

5:09 p.m. Senators Inhofe and Boxer conducted a colloquy about the agreement. Senator Inhofe spoke about details of the water resources bill.

5:08 p.m. Senator Inhofe withdrew the committee amendments. Senator McConnell brought up the Inhofe-Boxer substitute #4979. Senator Inhofe brought up a second-degree amendment #4980.

5:07 p.m. By voice vote, the Senate moved to consideration S. 2848, the Water Resources Development Act.

5:06 p.m. Senator Boxer said the Blumenthal amendment concerns a jurisdictional dispute between Democrats.

5:04 p.m. Senator Reid asked again for a vote on the Blumenthal amendment.

5:03 p.m. Senator McConnell spoke in favor of the Inhofe-Boxer agreement on amendments.

10:08 a.m. Minority Leader Reid spoke about Democratic opposition elements of the MilCon/VA/Zika bill, including to cuts in federal assistance to Planned Parenthood. Senator Reid also spoke about the Supreme Court vacancy, the new health care system and Donald Trump.

10:06 a.m. The Senate resumed consideration of the motion to proceed to water resources bill, S. 2848. (Republican leadership has announced plans to seek a voice vote later today to proceed to the bill.)

10:02 a.m. Majority Leader McConnell completed Rule XIV proceedings to place the Intern Protection Act (H.R. 3231) directly on the Senate calendar. Senator McConnell spoke about Democratic opposition to the MilCon/VA/Zika and the defense spending bills.

6:46 p.m. Senator Brown paid tribute to Dr Donald Henderson of Ohio, who helped eradicate smallpox.

6:40 p.m. Senator Rubio spoke on Zika.

6:38 p.m. Senators Boxer and Stabenow thank ML McConnell for bringing up WRDA.
