6:14 p.m. Majority Leader McConnell offered a motion to reconsider.

10:31 a.m. Senator McConnell moved to proceed to S.1. He filed cloture on the motion to proceed. He took steps under Rule XIV to bring to the floor S. 28, H.R. 28, and H.J.Res. 1.

Senator McConnell secured consent for the Senate to adjourn after Senator Schumer’s remarks and to reconvene at 3 p.m. on Tuesday, January 8. After leader remarks on Tuesday, the Senate will resume consideration of S. 1., with cloture to ripen at 5:30 p.m.

10:13 a.m. Senator Grassley paid tribute to the late Senator John Culver, Democrat of Iowa.

  • S.21 – making continuing appropriations for Coast Guard pay in the event an appropriations act expires prior to the enactment of a new appropriations act
  • S.24 – to provide for the compensation of Federal and other government employees affected by lapses in appropriations (Cardin).

12:46 p.m. Senate Majority Leader McConnell began his speech of welcome to the 116th Congress. Topics included the work of the 115th Congress, the need for bipartisan compromise in the new Congress, and the need for a measure to continue federal spending and reopen a number of government agencies.

12:42 p.m. The Senate consented to several more procedural resolutions and, en bloc, to a series of unanimous consent requests.

10:04 a.m. Majority Leader McConnell said the Senate will take up the revised criminal justice bill and will, if necessary, be in session between Christmas and New Year’s in order to complete work on the floor agenda.  He cited these additional matters as requiring action this session: presidential nominations; the farm bill; the resolution to continue federal spending, including money for border security; disposition of the Yemen resolution; a bill requiring certain non-profits to make public their lists of contributors.
